A ship does not hold one certificate. It holds around twenty, issued by different authorities, resting on different instruments, and driven by surveys whose windows do not always line up. On a single vessel, a careful officer copes with a wall chart. Across five ships of different types, under two flags and with two classification societies, the wall chart stops working.
This article covers the ship's certificates and the survey calendar: who issues what, how the annual, intermediate, renewal and bottom surveys fit together, what tolerance exists around anniversary dates, what a condition of class is and what happens if it is not cleared, what extensions actually allow, and how all of it is run from a CMMS. One caution before we start. What follows is the international framework. The detailed application depends on the flag, the ship type, the trading area and the rules of the classification society concerned. Nothing here replaces reading the rules that apply to your own ship.
Ship Certificates: Who Issues Them and on What Basis
Statutory and Class: Two Separate Logics
The first confusion worth clearing up is between statutory certificates and the class certificate. Statutory certificates flow from international conventions — SOLAS, the Load Line Convention, MARPOL, the Tonnage Convention, the MLC — and belong to the flag State. The flag either issues them itself or delegates the surveys and the issue to an authorised body, in practice most often a classification society acting as a recognised organisation.
The class certificate works differently. It is a contractual document between the owner and the classification society, attesting that the ship is built and maintained in accordance with that society's rules. No international convention requires it, but in practice it underpins insurance cover, chartering and, very often, the continued validity of the statutory certificates issued under delegation.
In practice the same surveyor frequently handles both during a single attendance. That is convenient, but it does not merge the two schedules: a deferred class survey does not carry the same consequences as an expired statutory certificate, and the reverse is equally true.
What Is in the Certificate Folder
The International Maritime Organization publishes a consolidated list of the certificates and documents required to be carried on board, with the instrument they derive from and the authority that issues them. The table below covers the main ones. It is not exhaustive: depending on ship type, cargo and trading area, further documents apply.

A word on that five-year maximum. It comes from the harmonized system of survey and certification, which aligned the cycles of the main conventions so that a single attendance on board can cover several certificates at once. The Passenger Ship Safety Certificate is the exception, with a maximum validity of twelve months, which puts passenger ships on a full annual renewal rhythm.
The Five-Year Survey Cycle
The Four Types of Survey
Under the harmonized system, a five-year certificate rests on a sequence of surveys, each with a distinct purpose.
- The initial survey precedes first issue and sets the date that everything afterwards refers to.
- The annual survey is a general check that the ship and its equipment remain in satisfactory condition. It is held around each anniversary date of the certificate.
- The intermediate or periodical survey goes deeper than the annual, covers specified items and takes the place of one of the annual surveys in the cycle.
- The renewal survey has the same scope as a periodical survey and leads to the issue of a new certificate.
Alongside that sequence sits the inspection of the outside of the ship's bottom, which runs on its own clock and is dealt with below.
The Anniversary Date Is the Backbone
The whole calendar is built not on the date of the last survey but on the anniversary date of the certificate — the day and month of each year corresponding to its date of expiry. Plenty of tracking spreadsheets miss that distinction, and it accounts for most planning errors: a ship whose annual survey was carried out early does not thereby move its later due dates, unless the certificate is expressly endorsed.

The Three-Month Rule at Renewal
Two cases need distinguishing, and they do not have the same effect on the rest of the cycle.
If the renewal survey is completed within the three months before expiry of the existing certificate, the new certificate runs from completion of the survey to a date not exceeding five years from the existing expiry date. The anniversary date is preserved and the fleet cycle is not distorted.
If the survey is completed more than three months before expiry, the new certificate runs for five years from completion of the survey. In other words the owner gives up the remaining validity and shifts the anniversary date. On a single ship that is an irritation; on a fleet where dates have been carefully nudged together to group surveyor attendances, it is a straight loss.
The Bottom Survey and Drydocking
The Reference Interval
Inspection of the outside of the ship's bottom runs on its own calendar, independent of the annual surveys. The reference rule under the harmonized system provides for a minimum of two inspections of the outside of the ship's bottom in any five-year period, with the interval between any two such inspections not exceeding 36 months. It is that 36-month ceiling, rather than the five-year period, that really constrains drydock planning.
One of those inspections is normally carried out with the ship out of the water, usually in connection with the renewal survey. Arrangements for passenger ships differ from those for cargo ships; they depend on the applicable flag and class requirements and need checking case by case.
In-Water Survey in Lieu of Drydocking
An in-water survey may, subject to conditions, be accepted in place of drydocking. The conditions vary between administrations and classification societies, but published guidance converges on several points: hull coating in good condition, a cathodic protection system fitted and maintained, a sheltered survey site with adequate underwater visibility, a competent dive team, and hull markings and drawings that allow findings to be located precisely. The age of the ship is also taken into account, and some ship types are excluded from the arrangement altogether.
The practical consequence is direct: whether you can avoid a drydocking depends on the real condition of the coating and the anodes, and therefore on maintenance carried out over the preceding three years. Tracking cathodic protection and anode condition is not a housekeeping detail: it is the entry ticket to an option that changes the budget of a whole cycle. Surveys Outside the Cycle: Damage, Repairs and Modifications
Keeping the Ship in the Condition Surveyed
The survey cycle is only part of the arrangement. Between surveys, SOLAS chapter I requires that the condition of the ship and its equipment be maintained to conform with the regulations, so that the ship remains fit to proceed to sea without danger. It also provides that, once a survey has been completed, no change is to be made to the structural arrangements, machinery, equipment or other items covered by that survey without the sanction of the Administration.
Technical teams routinely underestimate this. Replacing a covered item with a different model because the original was not available at the port call is not a purely technical decision: it is a change that has to be sanctioned. An "equivalent" replacement decided on board under pressure can come back as a finding at the next survey, even where the equipment fitted is better than what it replaced.
Reporting Damage or a Defect
The same regulation provides that, where an accident occurs or a defect is discovered that affects the safety of the ship or the efficiency or completeness of its equipment, the master or owner is to report at the earliest opportunity to the Administration, the nominated surveyor or the recognised organisation responsible for issuing the certificate concerned. That authority then decides whether a further survey is necessary. Where the ship is in a port abroad, the report also has to be made to the authorities of that port State.
The CMMS consequence is easy to state and rarely implemented: damage to an item of equipment covered by a certificate should not merely raise a corrective work order. It should raise, in parallel, a reporting task with a named recipient and a record that the report was sent. Plenty of systems handle the repair perfectly and forget the notification entirely — which is the part the surveyor will check.
Conditions of Class, Recommendations and Time Limits
What They Are
When a surveyor finds a defect that does not justify withdrawing class immediately but does have to be put right, they record a requirement with a date attached. Depending on the society this is called a condition of class or a recommendation; the mechanism is the same. The ship continues to trade, but the prescribed measure must be carried out and verified within the time limit set. Clearing it is not a matter of declaration: a surveyor has to see on board that the work has been done.
These requirements are distinct from findings raised at an ISM audit, which belong to the safety management system and follow their own handling route, described in our article on the ISM Code applied to vessel maintenance. They are also distinct from deficiencies raised by Port State Control, which come from the port State rather than the classification society — even if all three routes tend to converge on the same piece of equipment in the end.
What Happens When the Date Is Missed
Several classification societies provide for automatic suspension of class when a due date is not met, without any individual decision being required. The precise rules differ between societies and need checking in the applicable rulebook; the table below describes the pattern most commonly found.

Suspended class is not withdrawn class: it is reinstated once the overdue survey or measure has been satisfactorily completed. But between suspension and reinstatement the owner is holding a ship whose contractual position with its underwriters and charterers becomes, at best, arguable. That is exactly the scenario the schedule exists to prevent.
Extensions: What Is Possible and What Is Not
Extending a statutory certificate is not a convenience. It answers one specific situation: the ship is not in a port where the survey can be carried out at the time its certificate expires. It is granted by the flag Administration, and it exists to let the ship complete its voyage to the port of survey — nothing more.

The operational point to hold on to is the third one: an extension does not give the ship back its commercial freedom. It authorises her to reach one specific place. An owner who builds an extension into the trading plan as though it were three extra months of validity is arranging an unpleasant surprise at the next port.
Running Several Survey Schedules from a CMMS
What to Record Beyond the Expiry Date
Most certificate registers stop at a number and an expiry date. That is not enough, because it is not the expiry date that triggers work: it is the opening of the survey window. A useful record holds at least:
- the issuing authority and, where relevant, the recognised organisation that carried out the survey;
- the anniversary date, kept distinct from the expiry date;
- the opening and closing dates of each survey window, calculated from that anniversary date;
- the type of the next survey due — annual, intermediate, renewal — rather than a generic reminder;
- the successive endorsements recorded on the certificate;
- the attached conditions of class or recommendations, each with its own due date.
Linking Certificates to Maintenance Tasks
A certificate does not renew itself. It rests on work whose evidence has to exist at the time of the survey: testing of safety systems, servicing of the oily water separator and verification of its interface alarm, checks on life-saving appliances, radio installation tests, operational readings. A CMMS earns its place here only if it links those tasks explicitly to the certificate they support, so that a late task shows up as a risk to a certificate and not merely as an outstanding work order.
The corollary is documentary. Work carried out but not recorded proves nothing at a survey. The readings kept in the digital engine room logbook and the job reports are the material the surveyor will ask for; they need to be retrievable in seconds, including offline, and attached to the equipment concerned.
The Multi-Vessel Case
Across a fleet, three difficulties are added to those of a single ship.
First, anniversary dates are scattered. Each ship carries its own, inherited from first issue, and there is no reason for them to coincide. The temptation to bring them closer together, so that surveyor attendances can be grouped, runs into the three-month rule set out above: bringing a renewal survey forward by more than three months costs validity. Grouping is therefore worked at the margins, over several cycles, and agreed with the classification society rather than against it.
Second, the scope is not identical. A passenger ship, a cargo ship and a workboat do not hold the same certificates and do not run on the same rhythm — recall the twelve-month maximum on the Passenger Ship Safety Certificate. A fleet schedule therefore has to be built ship by ship and then consolidated, not the other way round.
Third, the workload the surveys generate has to be levelled. If three ships fall due for renewal survey in the same quarter, the technical department finds out too late to do anything about it. A consolidated twenty-four-month view, by ship and by survey type, is worth more than a ninety-day alert: the alert warns you of a problem, the view lets you avoid it. Preparing for the Survey and Holding the Evidence
Three Months Out
The useful work starts when the window opens, not when the surveyor's attendance is announced. Three checks head off most of the unpleasant surprises: the list of open conditions of class or recommendations and their real state of progress; the list of overdue tasks attached to the certificate concerned; and the availability of the parts needed for whatever has to be done before the survey.
That last check is the one people skip. A ballast manhole gasket or a set of seals ordered three weeks before a survey rarely arrives in time, and the defect then turns into a condition of class to be cleared later, with a second surveyor attendance to pay for.
After the Survey
The survey report is read and turned into tasks. Every condition or recommendation issued should become a line with an owner, a due date taken from the report rather than estimated, and the evidence expected in order to clear it. This is where shipping companies routinely lose weeks: the report arrives by email, it is read, it is filed, and nobody converts it into planned work until the due date is close.
What to Confirm for Your Own Ship
The rules described here are the common framework. Three variables change how they apply to any given vessel.
The flag. Every administration publishes its own implementing instructions, particularly on extensions and on delegation to recognised organisations. Two identical ships under two different flags are not subject to exactly the same regime.
Ship type and size. Tonnage thresholds determine which certificates are required at all. Passenger ships, tankers and bulk carriers fall under enhanced survey regimes whose detail is beyond the scope of this article.
The classification society. The rules on suspension, reinstatement and extension of class sit in its own rulebook and vary between societies. The time limits quoted here describe the most common pattern, not a universal rule.
The sound practice is to have the full matrix of applicable certificates and surveys drawn up once for each ship in the fleet, validated by the flag and the classification society, and then loaded into the CMMS as the reference. It is a few days' work that saves years of approximation, and it finally gives the technical department a common basis for arbitrating between ships instead of chasing dates.
